A Kata'ib Hizballah commander already bragged on a recorded FBI call that "our people" carried out the Toronto consulate shooting, yet Canadian authorities still won't say what U.S. prosecutors have made plain — this is international terrorism. Without RICO-style laws and real political will, Canada stays a bargain-rate marketplace for state-sponsored violence.
